		<description>Officer Joseph Jeanty was named Tuesday as the Kiel Police Department&apos;s Employee of the Year.  Kiel Police Chief Dave Funkhouser bestowed the award on Jeanty at the Kiel City Council meeting, indicating it is one of his favorite meetings of the year.  The Employee of the Year is nominated and voted on by all members of the department except the chief.</description>

For the first time in a decade, some parts of  Manitowoc County  will vote in an election and some won&apos;t because there is no primary election occurring in their area.   The last time this occurred was February 2002, when there was a primary for a County Board Supervisory District and a primary in the  City of Kiel .   Manitowoc County Clerk Jamie Aulik explains what often dictates primaries. &amp;quot;In spring elections, a lot of times state and county judicial races will draw primaries. When that happens, the entire county holds an election.</description>
